The implementation of the right to education and the requirements to inform children of their rights and obligations, as embodied in the Declaration on the Right to Education, is an essential factor in ensuring that all individuals are aware of their human rights. The World Conference on Human Rights is concerned about the gaps that exist in the promotion of human rights and stresses the importance of the United Nations in monitoring the implementation of the right to education worldwide. The United Nations Human Rights Treaty Bodies, the Council of Europe, the European Union, the Organization of American States and the Commonwealth of Independent States should monitor the implementation of the right to education.

88. The monitoring of human rights education in relation to the right to education should be coordinated by the United Nations Economic and Social Council, the United Nations General Assembly, the United Nations Human Rights Council and the relevant United Nations Treaty Bodies. The United Nations Educational, Scientific and Cultural Organization should establish standards and norms for educational activities with regard to human rights. Special rapporteurs on the right to education and the United Nations High Commissioner for Human Rights should focus specifically on educational activities and aid the United Nations system to set up an appropriate information and monitoring system. At the same time, all United Nations bodies and Member States should make education a priority and provide the necessary resources for this purpose.
142. The General Assembly calls upon the United Nations to create a permanent 'uniform procedure on comprehensive surveys of States parties and their human rights conditions', in accordance with its resolution 48/102 of 20 December 1982 (hereinafter referred to as the 'UN-Probe'), so that each United Nations treaty monitoring body can have access to the information on human rights conditions of all States parties.
